Tuscarawas County Board of Elections shuffles leadership again

NEW PHILADELPHIA (WJER) (Oct. 3, 2025) – The Tuscarawas County Board of Elections has gone through reorganization for the second time this year – this time just days before the start of early voting for the November election.
Democrat Mark Waltz has resigned as chairman of the four-member elections board. He’s been replaced by the former longtime chairman, Republican Tom Hisrich.
But the board director and the board chairman cannot be from the same political party, so Republican Brian Swartzwelder is out as board director. The new board director is Democrat Dave Johnson.
Swartzwelder will go back to serving as deputy director.
He was previously the deputy director, but became director back in March when Gail Garbrandt was not reappointed to the position. That’s also when Waltz became the board chair.
