Agencies diffuse dangerous situation in Dover

| April 15, 2026

DOVER – Multiple law enforcement agencies worked together to diffuse a potentially dangerous situation on Monday morning.

It happened at a residence near the intersections of state Route 39, Saltwell and Red Hill roads in Dover around 10 a.m.

Dover Police have provided limited details.

The initial 911 call was for a man wearing a bullet proof vest and holding an assault rifle. He had allegedly been drinking and threatening to shoot himself and others, including law enforcement.

The situation ended less than 30 minutes after law enforcement arrived, with the man putting his hands in the air and talking to first responders, who transported him to the hospital.

New Philadelphia Safety Director Kevin Milligan says law enforcement did a great job to contain that incident and prevent something worse from happening.

Milligan said responding agencies included Dover and New Philadelphia police, New Philadelphia fire, the Tuscarawas County Sheriff Office and the State Highway Patrol.

The State Highway Patrol blocked off Route 39 and Saltwell Road during the incident. The Sheriff’s Office supplied a drone. Dover and New Philadelphia Police mobilized their joint Emergency Response Team.

The suspect, 36-year-old Shiloh Robinson, is being held in the Tuscarawas County Jail for a probation violation related to a past OVI conviction. He has pleaded not guilty to new misdemeanor charges of aggravated menacing and domestic violence.
