NEW PHILADELPHIA – Initial charges that include attempted murder have been filed against the suspect in a shooting that took place Sunday morning.

Tuscarawas County Sheriff Orvis Campbell says 44-year-old Carl Reynolds of Uhrichsville fired several shots at his girlfriend’s vehicle after blocking her way with his own vehicle on Edie Hill Road in Mill Township.

At least one bullet or bullet fragment hit the woman in the head. She was still able to escape and drive to the Uhrichsville Police Department where she reported the shooting. Campbell says Reynolds took her cell phone so she couldn’t call 9-1-1.

Cadiz Police stopped the man’s vehicle on U.S. 22 nearly an hour later. Cadiz Police, the Harrison County Sheriff and State Highway Patrol arrested him without further incident. Campbell says authorities executed a search warrant at the suspect’s home and recovered firearms and ammunition. At the time they were investigating to see if the firearm used in the incident had been recovered and calculating how many shots were fired.

The most severe charges against Reynolds include two counts of attempted murder, a first-degree felony. There are also felony charges of felonious assault, retaliation, violating a protection order and menacing by stalking. Reynolds is in the Tuscarawas County Jail. The next step will be an arraignment at the Southern District Court.

JULY 13, 2025

At 0640 hours on Sunday, July 13, 2025, the Tuscarawas County Sheriff’s Office received a call from Uhrichsville Police indicating that a woman had just come into their station reporting that she had just been shot by her ex-boyfriend out on Edie Hill Rd. The female was bleeding from the head and was taken by ambulance to Mercy Medical Center.

Det Sgt. Ryan Hamilton, Det Sgt. Ed Jones and Det Sgt. Cole Morris along with Uniformed Patrol Deputies responded to various locations reportedly involved with the incident to begin to gather evidence and determine what took place.

The preliminary statement made by the victim indicated that she was traveling on Edie hill road in Mill township when the male blocked her path with her car. The victim indicates that when she stopped, the male stepped out of the car and began firing what she described as a long gun at her. Multiple gunshots did strike the victims car and she suffered a wound to her head. The female then accelerated to leave the scene, striking the male’s car before escaping and making it to the Uhrichsville Police Station. The 44-year-old male lived on Feed springs road in Mill township then left the area.

Units in coordination with the 911 center put out a “Be on the lookout” for the suspects vehicle. At 0721 hours, the Cadiz police department then located the male driving his Black F 150 pick up truck on US 22 at Cadiz and stopped the truck where they were later joined by the Harrison County Sheriff and OSP. The male, now accompanied by his two teenage sons stopped and complied without incident and was detained and eventually taken into custody. The suspects vehicle as well as the victim’s vehicle were towed back to the Tuscarawas County Sheriff’s Office for processing.

A search warrant was executed at the suspect’s home where firearms, ammunition and other evidence were located. The male had an active protection order on him where the victim was one of the protected people. This protection order made it illegal for the suspect to possess or own a firearm. Other important evidence was located that corroborates the victim’s account of the story but is not being released at this time.

At this time, the male is being held in the Tuscarawas County Jail on the protection order violation. Detectives will work with the Tuscarawas County Prosecutor’s office for the formal filing of charges that we expect would include multiple serious felonies.

The two teenage boys were placed with a family member to care for them after consulting with the Tuscarawas County Job and Family services. The victim’s name is being withheld for her privacy and the suspect’s name is being withheld until formally charged. The victim was in stable condition.

Further information will come at a later date and time.

We would like to Thank the Uhrichsville Police, Cadiz Police, Harrison County Sheriff, OSP, Southern district court probation and Rosenberry towing for assistance on this case.
