Budget Commission halts 3 school districts from shifting inside millage
NEW PHILADELPHIA (WJER) (Dec. 12, 2025) – The Dover, Claymont and Indian Valley school districts have hit a snag in trying to fund future construction and renovations.
The Tuscarawas County Budget Commission declined the districts’ attempts to fund those projects by reallocating inside millage, moves that would have raised property taxes in those districts.
Auditor Larry Lindberg says the board’s decision is based on procedures, and the districts could try again next year.
The three school boards had voted to reallocate inside millage – or mills not voted on by the public – from operations to permanent improvements. The goal was to generate $1 million or more per year to fund construction projects in some cases and to offset state cuts in others.
The local school districts can appeal the county’s decision.
