Developer begins approval process for second housing project in Dover

DOVER – The latest housing development proposal is a step closer but still months away from construction.
The city’s planning commission Tuesday approved the annexation of about 33 acres near the city’s north border Tuesday.
The proposal from Lawver Homes calls for 54 condominiums and 29 single-family homes, ranging in price from $300,000 to $500,000 along St. Peters Church Road near the Dover Burial Cemetery.
Mayor Shane Gunnoe says annexation still needs city council’s approval, and a zoning change the actual site plan has to go through the city’s committee review process. He says that is likely to continue through the rest of the year with construction possibly starting in 2026.
Lawver Homes is also building the first houses at the new 30-home Crimson Cove subdivision about a mile south of the company’s newest proposal.
Gunnoe says these developments are a good start to addressing the need for new homes in Tuscarawas County. He says a recent study showed the area needs 400 new homes and 600 other residences – apartments, condominiums, townhomes – over the next five years. Gunnoe says “there may be some additional developments to come.”
Landowners contiguous to the annexation property received notification of Tuesday’s public hearing and none voiced objections.

Home construction is beginning at Crimson Cove.
