Dover Council welcomes new members, honors old

| January 6, 2026

Judge Adam Wilgus swears in Dover Councilman Greg Bair as fellow Councilmen Zachary Wallick and Perci Garner wait their turn.

DOVER – City Council swore in two new members this week while considering resolutions to honor their predecessors.

At-large representatives Zachary Wallick and Greg Bair sat in on their first Council meetings Monday. They along with incumbent Perci Garner won a five-person race for three open seats in November.

Bair, the former Ward 1 rep, is returning to Council after a two-year absence while Wallick is a newcomer. They replace Julie Leggett and John Correll. Leggett opted not to run while Correll fell about 100 votes shy of re-election.

Mayor Shane Gunnoe has introduced resolutions to thank Correll for 11 years on City Council and Leggett for two years on Council and 14 years as Clerk of Council.

There’s one more resolution to thank former police officer Edward “Rusty” Pierce. Pierce worked for Dover for 24 years from 1985 to 2009. Safety Director Bob Everett says the city didn’t recognize him back when he retired but he is worthy of the honor.

Council will vote on those resolutions at a future meeting.
