Police arrest ‘weird’ guy at Dover Park for theft, burglary
DOVER (WJER) (June 27, 2023) – A 19-year-old man who was reportedly creeping people out at Dover Park Monday is now in jail on felony theft and burglary charges.
Dover Patrolman Josh Roach says officers responded to multiple calls around 12:30 p.m. Monday of a male loitering around the park, acting “weird,” and making people uncomfortable.
They found him in a vehicle that apparently had been stolen from a Dover residence. The vehicle owner didn’t know it was gone when police contacted him.
Police arrested the man – Jaciento Lopez-Ceto of New Philadelphia – at the park and charged him with theft of a motor vehicle, a fourth-degree felony, and burglary, a second-degree felony. Roach says they presume he entered the vehicle owner’s apartment to get the car keys.
Lopez-Ceto was arraigned Tuesday morning in New Philadelphia Municipal Court. His bond was set at $10,000.
He was already under pre-trial supervision for a separate motor vehicle theft charge in Dover from less than a month ago.
U.S. Immigration and Customs Enforcement requested Tuscarawas County hold Lopez-Ceto as that agency determines his immigration status.
Roach says police have encountered Lopez-Ceto several times over the past month or so, including about 11 hours before his arrest Monday when they responded to a noise complaint on West 5th Street. Roach says they found Lopez-Ceto highly intoxicated and took him to the hospital.
