Dover officer resigns after investigation into misconduct
DOVER – A city police officer has resigned after an investigation into misconduct alleged to have occurred while he was on duty back in January.
Dover officials had intended to terminate Officer Ryan Porter last week, but he resigned first.
In a March 23rd letter to Porter, City Safety Director Robert Everett said “after review of the employee’s response to the allegations of misconduct… the Chief of Police and the City have concluded that the allegations of misconduct, as specified, did occur. The city has determined that the appropriate disciplinary action is discharge.”
A city press release says the matter is still under investigation by an outside law enforcement agency, and a special prosecutor will determine if criminal charges will be filed. Officials said they could not comment further.
Public records show the investigation involved accusations of intoxication on or off duty, drinking alcoholic beverages before or while on duty, sleeping on duty, and conduct unbecoming.
Porter worked for the Dover Police Department for around 15 years. In 2024, he saved a resident’s life by performing CPR. City Council recognized his heroism with a proclamation.
