Democrats Fill Treasurer Seats in County and Dover
NEW PHILADELPHIA (WJER) (Oct. 23, 2026) – Tuscarawas County Democrats have filled two key vacancies.
The party has appointed Matt Judy as county treasurer, succeeding Jeff Mamarella.
Judy, a Dover resident and Ohio State graduate, brings decades of financial experience, including work as a state examiner, county auditor, ODOT fiscal officer, and school district treasurer. He’ll serve through August 2029, with the seat on the 2028 ballot.
Democrats have also selected Rachel Rothacher as Dover’s new city treasurer following Susan Solvey’s retirement.
Rothacher moves to City Hall from the Dover Schools, where she is assistant treasurer. She was chosen from three applicants who had to be Dover residents and registered Democrats. Her term runs through late 2027, with the office on the ballot that November.
