Carroll County prosecutor testifies in support of Senate Bill 56

Carroll County Prosecutor Steve Barnett testifies in support of a Senate bill that would reform Ohio's recreational marijuana program.

COLUMBUS (WJER) (Jan. 31, 2025) – A legislative committee is considering reforms to Ohio’s recreational marijuana program.

Fifth District State Senator Steve Huffman has introduced a bill that would increase the tax on adult-use cannabis products by 5-percent, reduce the number of homegrown plants allowed per household, and prohibit products attractive to children. Backers include Carroll County Prosecutor Steven Barnett, who testified in support of the measure on behalf of the Ohio Prosecuting Attorneys Association.

“What this legislation does is codify common sense. It takes into account reasonable public safety concerns and balances them with the wishes of the electorate when it comes to adult-use and home-grown marijuana.”

Senate Bill 56 would also prohibit the marijuana plants at residences operating in-home childcare programs and regulate the transportation of cannabis products in motor vehicles.

“Ohio has long established open container laws regarding alcohol in motor vehicles; common sense mandates a similar rule for adult-use and medical marijuana access in motor vehicles. Ensuring that motorists do not have access to intoxicating substances while driving is critical to highway safety.”

The bill is being considered by the Senate’s General Government Committee. It had its first public hearing on Wednesday.
