Dover hires from within to fill HR director opening

DOVER (WJER) (March 19, 2024) – The city has quickly found a new human resources director.

It’s Matt Arnett, most recently the city’s IT administrator who previously worked in the police department.

Mayor Shane Gunnoe says Arnett has worked for the city for 32 years and recently completed HR training certification.

City Council in late February authorized Gunnoe to expand and strengthen the HR department by hiring a full-time director. Previously it was a part-time job.

Gunnoe and other city officials had said they wanted a stronger HR department after an investigation into the previous administration. Several city employees testified about practices they were not comfortable with. Three of those employees were fired. Gunnoe and others claimed it was retaliation for their testimony.

Gunnoe says the HR director is now a protected civil service position so employees can hopefully feel safe from retaliation when they report concerns.

Gerry Mroczkowski retired as the part-time HR/safety director at the beginning of the year. Gunnoe says he is accepting applications for the part-time safety director job.

The city promoted Kyle Mizer, previously the assistant IT administrator, to IT administrator. It is hiring a new assistant IT administrator.
