Zoning change would make way for housing development

Officials provided this preliminary plan for Tuscarawas River Village. It includes two four-story buildings, one with 82 units for senior housing and one with 129 units for workforce housing, approximately 30 single-family homes and approximately 30 townhomes.

NEW PHILADELPHIA – The city’s planning commission and zoning and annexation board are advancing zoning changes that would make way for a large housing development on the 20-acre former Howden-Buffalo property at the corner of South Broadway and Mill Avenue.

The proposal calls for two four-story buildings, one with 82 units for senior housing and one with 129 units for workforce housing. Other phases would add 30 single-family homes and 30 townhomes.

The Pivotal company presented the plans to city officials and committee members Thursday afternoon.

There are many questions before the development moves forward, including some about the availability of federal tax credits and state funding. Officials say there are also several other developers with similar proposals interested in the property.

For now, they say the zoning change would make the property able to accommodate the current proposal or any similar ones.

The new zoning is called PUD, or Planned Unit Development, and officials say it’s the first of its kind for the city.

Council will likely vote on the zoning change in late May.
