Dover to move into new City Hall in early 2026

DOVER – The new year will bring a new City Hall for Dover in the former First Federal Bank building at the corner of Wooster Avenue and East 4th Street.

While construction has pushed past early expectations of a middle-to-late-2025 opening date, Mayor Shane Gunnoe says things are looking good for an early 2026 debut.

Once city offices are moved into the new building, the city’s police and fire departments will expand into the vacated space in the existing City Hall and other buildings. Gunnoe expects that work will be finished sometime next year, too.

Dover bought the First Federal Bank building and the building behind it for $1 million in the summer of 2024. Three million dollars in bonds will pay for the purchase and renovations to the new and old buildings.

The auditor has already moved to the smaller building on the site. The bank building will house the mayor, several city departments and the City Council chambers.
